John,
I think you are backwards on who wanted full counting of slaves in the South. Since the number of representatives for each state is based upon number of people, the South would want more people counted, not less.
Now, the states determine who can vote, so the Southern States wanted the slave to count as a full vote by then to withhold the right to vote on the state level.
The Northern States would want only people allowed to vote to be counted for how many representatives each state got.
